One rule

Never optimize CTR in isolation. In Ads, high CTR can still mean low-quality traffic.

What to look at first

  1. Tracking health (are conversions real?)
  2. Conversion quality (are leads/orders good?)
  3. Efficiency (CPA/ROAS)
  4. Then volume (scale)
